Item: Leftover and empty paint — latex and oil-based house paint, primers, stains, sealers, shellac, varnish, thinners and solvents, aerosol spray cans, and empty metal cans Jurisdiction: City of Los Angeles (LA Sanitation & Environment / LASAN) — plus the free LA County programs, and the statewide PaintCare network Official sources: LA Sanitation & Environment (LASAN), LA County Public Works (CleanLA), CalRecycle, PaintCare Last verified: September 2026 · Next review: December 2026

Quick answer

In Los Angeles, leftover paint is free to get rid of — just never from your curb. Two routes cover almost every household:

  1. A LASAN S.A.F.E. Center — permanent household hazardous waste (HHW) sites open weekends, free to residents of the City of Los Angeles and Los Angeles County. The accepted-items list names "Paints and Solvents" and "Aerosol Cans" directly.
  2. A PaintCare drop-off site — participating paint retailers and partnered HHW facilities statewide that take house paint, primers, stains, sealers and clear coatings at no charge.

Three wrong doors, closed now:

  1. No curbside paint pickup. LASAN's bulky-item page lists paints among the items it will not collect, and the free curbside appointment program covers electronic waste only. Paint set out for bulky collection is not a missed pickup — there is no such service.
  2. No wet paint in any bin, chute or dumpster. The black bin, the blue bin, shared apartment bins and commercial dumpsters are all out for anything still holding paint. Only a truly empty metal can has a bin route.
  3. No published can limit. There is no paint-specific per-visit or per-household can count for Los Angeles. The one limit that does apply is the state transport cap below — anyone quoting you a can count is quoting another city's rule.

Two numbers to carry into every decision:

  • 15 gallons or 125 pounds per vehicle per visit — the California cap on how much household hazardous waste one vehicle may legally carry to a drop-off. Over that, you make a second trip on the next operating day.
  • The PaintCare container gate — original container, original printed manufacturer's label, secured lid, five gallons or smaller. It disqualifies more cans than any other requirement.

Jurisdiction warning: everything below applies to your situation as a resident of the City of Los Angeles or Los Angeles County. If your address is in Burbank, Glendale, Pasadena, Santa Monica, Long Beach, Culver City, West Hollywood, Inglewood or an unincorporated County area, your city or the County — not LASAN — sets your curbside and bin rules. Your S.A.F.E. Center and PaintCare options stay open either way.

Anything you cannot identifyA S.A.F.E. Center, and hand it over as unknown

For a normal household load the decision is short: a S.A.F.E. Center if you have solvents or spray cans, a PaintCare site if you have labeled architectural coatings and want the closest trip, and either one for everything else.

S.A.F.E. Centers: the widest accepted list

S.A.F.E. Centers are drive-through sites open 9:00 AM–3:00 PM Saturday and Sunday. LASAN names Nicole Bernson/Balboa in Northridge, Gaffey Street in San Pedro, Hyperion in Playa del Rey, Randall Street in Sun Valley, Washington Boulevard, and the center at UCLA, which also opens Fridays and on selected Sundays. The Los Angeles-Glendale center is currently listed Temporarily Closed.

They take paint, solvents and aerosol cans from City of Los Angeles and LA County residents at no charge — but not business waste, recyclables, tires, green waste, ammunition, medical or biological waste, radioactive materials, or marine flares. Center status, holiday closures and rain suspensions change, so check the LASAN S.A.F.E. Centers page before you drive. No location list — including this one — should be treated as permanently accurate.

PaintCare retail sites: the shortest trip for labeled coatings

Hundreds of participating retailers and partnered HHW facilities accept architectural paint at no charge under California's paint stewardship program. Every site accepts at least 5 gallons per visit, and some take more.

The rules are strict: paint must be in its original container of no larger than 5 gallons, with the original manufacturer's printed label and a secured lid. Leaking, empty, open and unlabeled containers are refused, and paints must not be mixed. There is no residency test and no disposal charge, but participating stores are voluntary partners whose hours and capacity vary — use the PaintCare locator and phone the store before loading the car.

Mobile events and county facilities: the second free network

LASAN sponsors periodic HHW mobile collection events at rotating City locations, and LA County runs a free network of permanent collection centers, temporary drive-through events, a paint-recycling sub-program and a reuse center. County events accept latex paint; solar panels are not accepted. Because mobile events are date- and location-specific and county schedules rotate, check the current official listing before you plan a trip around a date you saw earlier.

Container rules and prep: the can, the lid and the label

  • Keep paint in its original container with the original printed label. PaintCare refuses cans without one; if the label is unreadable, write the contents on the container yourself and route that can to a S.A.F.E. Center.
  • Never mix paints or pour products together. Leave every container as it is.
  • Tighten every lid and check for leaks. Leaking containers are refused, and leak-proof containers are required for HHW transport.
  • Pack cans upright in a sturdy cardboard box or plastic bin and tape the seams so nothing shifts or tips, and carry the load in the trunk or cargo area, separated from passengers.
  • Stay under 15 gallons or 125 pounds per vehicle per visit. Over that, make a second trip on the next operating day. No paint-specific per-visit or per-household can limit is published for Los Angeles.
  • Set aside anything you cannot identify and take it to a S.A.F.E. Center rather than guessing at a route.
  • On arrival, staff unload for you. Stay in your parked, switched-off vehicle, follow direction, and extinguish smoking before entering an event site.
  • Without a car, a box of paint is impractical on transit: the cap applies per vehicle and containers must stay leak-proof and away from passengers. Options are a mobile event near you, a small load in a friend's car, or a building-wide run consolidated by your management.

Latex vs oil-based paint and the drying question

Official sources do not speak with one voice here, so each statement is attributed rather than merged into a single rule.

CalRecycle: oil-based paint waste is hazardous and latex paint waste is "presumed hazardous" in California. Non-empty containers must go to a paint drop-off site or be otherwise safely disposed, and empty containers should be recycled or sent to solid waste. On the shortcut everyone has heard: "Intentionally drying paint without a permit to treat hazardous waste is prohibited in California. Leftover paint, including dried paint, should be taken to a paint drop-off location."

PaintCare's California FAQ: its general guidance about dried paint and the trash carries an explicit California qualification — placing dried paint in the trash is prohibited in California, but it can be brought to a PaintCare drop-off site. PaintCare accepts rock-hard paint but prefers not to, because there is no recycling technology for it.

LASAN: household hazardous waste, including paint, must not go in the regular trash.

LA County Public Works' FAQ: cans that are empty or completely dry may go in the trash with lids removed so the hauler can see they are dry, and when you are unsure whether paint is fully dry, treat the can as hazardous waste and take it to a free county collection event.

The state position prohibits deliberate drying and trash disposal; a county FAQ describes a trash route for fully dry or empty cans. Both statements are quoted above as published, because they genuinely conflict and neither one cancels the other. For a City of Los Angeles household, the safe default for anything still containing paint — wet or hardened — is the free drop-off route. Pouring paint onto the ground, into a drain, or into a storm drain is never allowed anywhere in California.

Aerosol spray paint: accepted at S.A.F.E. Centers, not at PaintCare

Partly filled spray cans are hazardous waste. S.A.F.E. Centers accept them — "Aerosol Cans" is a named category — and so do LASAN mobile events. PaintCare sites cannot: California's program does not yet cover aerosol coatings, and CalRecycle says coverage arrives with a stewardship plan that includes them or January 1, 2028, whichever is later. A residue-free empty aerosol can is different — LASAN treats it as a blue-bin metal recyclable. A can that still holds product is not.

Empty paint cans: blue-bin recycling for LASAN-served addresses

Truly empty metal paint and aerosol cans are accepted as metal recyclables in the LASAN blue bin — the only paint-adjacent item with a curbside route in Los Angeles.

  • Not the blue bin: any can with wet, dried, or hardened paint inside, and containers of oil-based paint, which LASAN lists as hazardous.
  • Not PaintCare: empty cans are explicitly refused; the program takes leftover paint, not the container.
  • Not necessarily your building's bin: blue-bin acceptance applies where the property actually receives LASAN service. Buildings with private or commercial recycling, and addresses in neighboring cities, must check their own hauler's rules before placing cans in shared bins.

The PaintCare fee explained — and why drop-off is free

Disposal costs a household nothing at every residential route: S.A.F.E. Centers, mobile events, county facilities and events, and PaintCare sites are all free.

The charge you may have noticed is on the front end. California's PaintCare fee is added to new architectural paint at purchase, by container size, per the program factsheet updated October 2025:

Container sizePaintCare fee (as of October 2025)
Half pint or smaller$0.00
Larger than half pint up to smaller than 1 gallon$0.30
1–2 gallons$0.65
Larger than 2 gallons up to 5 gallons$1.50

It is not a tax — it does not go to the state — and not a deposit, because it is not refunded at drop-off. A fee increase has been proposed but is not approved, so ignore any published $0.45/$0.95/$1.95 schedule presented as active.

Two exceptions: PaintCare's Large Volume Pickup for 100+ gallons is free, while the VSQG appointment for qualifying small businesses carries a Clean Harbors fee calculated from waste type and amount — no published rate table, so call 310-387-1071 for a figure. No private paint-hauling rates are published anywhere official; if you hire a hauler, ask how the material is handled and where it ends up.

Apartments and renters: dumpsters, transport and building-scale options

Your housing situation does not change your drop-off rights. Eligibility runs on residency, not ownership or building size — any City of Los Angeles or LA County resident can use S.A.F.E. Centers, mobile events, county facilities, and PaintCare sites free. A renter whose name is not on a utility bill is unaffected, though it is worth checking the current event listing for any ID expectations.

Your building's bins are not a route. Shared dumpsters, trash chutes, and commercial recycling bins are never a legal destination for wet paint, and a franchise-hauler contract for the property does not change that. Multi-family buildings of five or more units have LASAN bulky-item collection by appointment, but that service excludes HHW and paint — a unit turnover's paint still leaves in a car.

If you do not drive, the realistic options are a mobile event near you, a small load in a friend's vehicle with cans boxed and kept out of the passenger area, or asking building management to consolidate one building-wide drop-off run. Managers and landlords holding 100+ gallons can use PaintCare's free Large Volume Pickup and skip the trip entirely.

Jurisdiction check: City of LA, LA County and neighboring cities

S.A.F.E. Centers are a joint arrangement: open free to residents of the City of Los Angeles and Los Angeles County in both directions — City residents may use LA County's HHW network, and county residents may use the City's permanent centers.

LASAN's curbside service does not travel the same way; it covers the City of Los Angeles only. Independent cities — Burbank, Glendale, Pasadena, Santa Monica, Long Beach, Culver City, West Hollywood, Inglewood, and others — run their own HHW arrangements, and unincorporated County areas fall under the county program or a contracted hauler. So your S.A.F.E. Center and PaintCare options are unchanged if you live in a neighboring city, but your curbside rules are not LASAN's, including the empty-can blue-bin route. Businesses are outside every residential route and must use the VSQG appointment or the Large Volume Pickup.

Safety when handling and transporting paint

  • Keep paint, thinners, and solvents away from heat, flames, and ignition sources — solvent-based products are flammable.
  • Never pour paint, thinner, or solvent down a drain, onto the ground, or into a storm drain.
  • Transport cans upright with lids secured, and do not let anything leak into the vehicle interior.
  • Do not consolidate, mix, or decant paint to reduce can counts.
  • Keep paint out of reach of children and pets while it waits for the trip.
  • At a collection site, follow staff direction and stay with your vehicle while it is unloaded.

Mistakes to avoid

  1. Waiting for a curbside pickup. There is no paint pickup; paint set out for bulky collection is not a service failure.
  2. Putting wet paint in any bin, chute, or dumpster. The most common and most damaging error.
  3. Taking spray cans to a paint retailer. PaintCare refuses aerosol coatings.
  4. Bringing an unlabeled can to PaintCare. Route it to a S.A.F.E. Center instead.
  5. Drying paint out to trash it. California prohibits intentionally drying paint to dispose of it.
  6. Loading the whole garage at once. 15 gallons or 125 pounds per vehicle is a second trip, not a bigger car.
  7. Assuming your building's bin rules match the City's. Private haulers and neighboring cities differ.

Official verification checklist

  1. Sort into four piles — latex/water-based, oil-based and solvents, aerosol cans, and truly empty cans — and set aside anything unlabeled.
  2. Check each can is in its original container with the original printed label, has a secured lid, and is not leaking.
  3. Estimate volume and weight against the 15-gallon / 125-pound per-vehicle cap.
  4. Confirm the nearest S.A.F.E. Center is open on the LASAN page — status, holiday closures, and weather.
  5. Use the PaintCare locator and phone the store to confirm it still participates, its hours, and how much it will take.
  6. Check the current LASAN event listing or LA County HHW schedule before relying on a mobile event or county center.
  7. Confirm eligibility: City of LA or County residency for a S.A.F.E. Center, architectural coatings for PaintCare, and VSQG or Large Volume Pickup for business volumes.
  8. For questions: LASAN Customer Care at 1-800-773-2489 (or MyLA311), LA County HHW hotline at 1-800-98-TOXIC, PaintCare at 1-855-724-6809, and DTSC at (800) 728-6942.

FAQ

Does Los Angeles pick up paint at the curb? No. LASAN's bulky-item page lists paints as prohibited, and the free curbside appointment program covers electronic waste only. Use a S.A.F.E. Center, a mobile event, a county facility, or a PaintCare site.

Is paint drop-off really free? Yes — S.A.F.E. Centers, mobile events, county facilities and events, and PaintCare sites cost nothing. The PaintCare fee of $0.00–$1.50 by container size is charged when new paint is bought.

Can empty paint cans go in the blue bin? Yes, if they are truly empty and residue-free and your property is on LASAN blue-bin service. Cans holding wet, dried, or hardened paint, and containers of oil-based paint, are hazardous and belong at a drop-off.

Will a paint store take my spray cans? No. PaintCare does not accept aerosol coatings while California's program excludes them; coverage is expected no later than January 1, 2028. Take spray cans to a S.A.F.E. Center or mobile event.

Can I let the paint dry and throw the can away? California prohibits intentionally drying paint to dispose of it and directs leftover paint, including dried paint, to a drop-off location, while LA County's FAQ describes a trash option for fully dry or empty cans. The statements conflict, so treat drop-off as the safe answer for a City of Los Angeles household.

Where do I take paint thinner and solvents? A S.A.F.E. Center or a LASAN mobile event. PaintCare sites accept architectural coatings only — thinners and solvents are not part of the program.

I rent an apartment. Can I use the building dumpster? No. Wet paint is hazardous waste and cannot go in shared bins regardless of the property's hauler contract, and drop-off eligibility does not depend on owning your home.

What if I have more than 100 gallons? PaintCare's Large Volume Pickup is free for contractors, property managers, and others with 100+ gallons. Qualifying small businesses — about 27 gallons or 220 pounds per month or less — can book a fee-based VSQG appointment at a S.A.F.E. Center through Clean Harbors at 310-387-1071.

Do I need an appointment to drop off paint? No for a household load at a S.A.F.E. Center or a mobile event, and no for a PaintCare site — but phone the store first, because participating retailers are voluntary partners with their own hours and capacity.
