Quick answer: Houston paint disposal at a glance

Houston treats paint as household hazardous waste, and every casual channel refuses it. There is no curbside paint pickup. Paint cannot go in the garbage cart, into a heavy trash pile or to a Neighborhood Depository — the depositories list paint alongside chemicals and "liquids of any kind."

City of Houston residents have three verified routes:

  • ESC South, 11500 S. Post Oak Rd., Houston, TX 77035 — Tuesday, Wednesday, Friday and Saturday, 8 a.m.–5 p.m., no appointment described. The City's accepted list names Paint (Latex & Oil Base) at a 25-gallon maximum, plus paint stains and thinners, solvents, turpentine, varnishes and aerosol cans.
  • ESC North, 5614 Neches St., Houston, TX 77026 — the second Thursday of each month only, 9 a.m.–3 p.m. Same accepted list, one window a month.
  • Westpark Consumer Recycling Center, 5900 Westpark, Houston, TX 77057 — latex paint through BOPA (batteries, oil, latex paint, antifreeze). Its published hours, Monday–Saturday 8 a.m.–5 p.m., come from the City's 2019 Westpark rules and a City newsroom post; the current facility listing carries no hours, so confirm before you drive.

Small amounts of latex paint can be dried solid, and the empty can then goes in household trash — a City rule that comes from a 2016 document and deserves a confirmation call. In unincorporated Harris County, the route is the Harris County HHW Facility, 6900 Hahl Road, 77040, by appointment only, and City of Houston residents may not use it even when it is closer.

No official route publishes a fee (the county states plainly, "There is no charge for our services"), and there is no store take-back in Houston: Texas has no paint stewardship law, so PaintCare does not operate here. Verify hours and the current paint limit with 3-1-1 or the City HHW information line 713-551-7355 before loading.

Jurisdiction warning: this guide covers addresses inside the incorporated City of Houston that receive City services. Unincorporated Harris County, neighbouring incorporated cities and MUDs run their own programs, and HOA, landlord and private-hauler rules sit on top of the City's non-acceptance lists without overriding them. Confirm your eligibility, the current hours and the current paint limit on the official page or by phone before transporting anything.

Why the curb, the cart, the depository and the store will not take it

Every casual channel is closed to paint, and it is closed in writing:

  • Garbage cart. The City lists "Hazardous waste such as chemicals, paint, or flammable materials" as not accepted.
  • Heavy trash. Collected every other month, up to six times a year, 8 cubic yards per set-out. Paint and chemicals, household hazardous waste and "wet paint" are excluded and directed to an Environmental Service Center.
  • Neighborhood Depositories. All six list paint with chemicals, pesticides, fertilizers, hazardous/toxic/infectious waste and "liquids of any kind" as non-accepted. They are North (9003 N Main, 77022), Northwest (14400 Sommermeyer, 77041), Northeast (5565 Kirkpatrick, 77028), Southeast (2240 Central Street, 77017), South (5100 Sunbeam, 77033) and Southwest (10785 SW Freeway, 77074) — Tuesday–Saturday 9 a.m.–6 p.m., closed Sunday and Monday, four visits per month.
  • Reuse Warehouse, 9003 N. Main St. (Tuesday–Saturday 8 a.m.–5 p.m., 281-814-3324), which refuses "paint, solvents, and other hazardous materials." It takes reusable building materials — the name invites the mistake, but paint is not on the list.
  • Hardware and paint stores. No confirmed take-back in Houston. Texas has no paint stewardship law, so PaintCare's store drop-off network does not operate in the state and no PaintCare fee applies to paint sold here. Readers who moved from a PaintCare state should not expect the same counter.

Depository vehicles are limited to pickup trucks and small trailers up to 10 ft with sideboards up to 4 ft; U-Hauls, box trucks and sprinter vans are not allowed. Apartment complexes and businesses receive private collection services — City curbside garbage serves residential homes.

Where Houston paint goes: ESC South, ESC North and Westpark

ESC South is the workhorse route: four days a week, and the only City list naming both latex and oil-based paint alongside stains and thinners, solvents, turpentine, varnishes and aerosol cans, at a 25-gallon maximum. ESC North takes the same materials but opens one day a month — plan it, do not drop in.

Westpark is the site the City's HHW page names for latex paint through BOPA, with two cautions. First, its hours and accepted list no longer sit on a live facility page — the content moved into the City's recycling centers section, which lists Westpark without hours — so the Monday–Saturday 8 a.m.–5 p.m. window rests on the City's 2019 Westpark rules and a City newsroom post. Second, those 2019 rules show a broader scope that includes oil-based paint and household hazardous waste chemicals, which the current City pages do not repeat. Do not build an oil-based trip around Westpark: confirm by phone first, or take oil-based paint to an ESC. Westpark takes no junk waste, tree waste or garbage.

How much paint can you bring? The published limits disagree

SourceQuantity
City HHW pageBOPA load of two (2) 5-gallon and ten (10) 1-gallon paint cans, plus 5 gallons of used oil and 5 gallons of antifreeze
City ESC pagePaint (Latex & Oil Base) — 25 gallons maximum
City ESC Standard Operating Rules (2016 document)Maximum 15 gallons or 125 lb per vehicle, per trip (stated as a DOT requirement); containers over 5 gallons not accepted
Harris County HHWCombined 1-gallon and 5-gallon containers capped at 30 gallons; quarts and pints not counted; containers 5 gallons or less

None of these is "the" Houston number, and the 5-gallon container ceiling is the one consistent rule — leave anything larger at home. For a load near any limit, confirm with 3-1-1 before you load.

If you are outside the City: the Harris County HHW facility

6900 Hahl Road, Houston, TX 77040, at 290 and Gessner, appointment only: Tuesdays and Wednesdays 9 a.m.–3 p.m., and the 2nd and 4th Saturdays 9 a.m.–2 p.m. Closed the weeks of Thanksgiving, Christmas and New Year's, and it may close in bad weather — closure line 346-286-4294 (English 346-286-4299, Spanish 346-286-4296).

Eligibility is the opposite of what distance suggests. It serves Harris County residents living outside the incorporated City of Houston who receive no City services and pay no City taxes; City of Houston residents must use City facilities even when the county site is closer. It accepts latex, oil-based, varnishes and thinners, and refuses empty paint containers and dried latex paint — so the drying trick does not work here. Booking produces a confirmation email and a reminder email, and both must be printed. A resident may bring a neighbour's or relative's household materials if they fit in the vehicle — a guest rule no City page states. Businesses, churches, schools and non-profits may not use the facility.

Small amounts: the dry-it-then-trash rule and how far it goes

The City's ESC Standard Operating Rules say "Any paint should be dried prior to disposal," and empty containers with lids removed can be discarded in the trash at your residence or at the nearest Neighborhood Depository.

Read that against the rules it cannot override: liquids of any kind are refused at drop-off centers, wet paint is excluded from garbage and heavy trash, and the county facility refuses empty containers and dried latex outright. The rule is dated 2016 and is not repeated on the current HHW page, which routes latex paint to Westpark or an ESC. Confirm it with 3-1-1.

To dry a can, remove the lid and let it harden somewhere ventilated, away from children, pets and any flame or heat source — a commercial paint hardener or cat litter speeds it up. Leave the lid off so the collector can see the paint is solid; never use a heat gun or an open flame. This applies to small amounts of latex only. It does not extend to oil-based or alkyd paint, thinner, turpentine, solvents, varnish or aerosol cans; those go to an Environmental Service Center.

What is accepted — and what is refused

Accepted at a City ESC: Paint (Latex & Oil Base) at a 25-gallon maximum, paint stains and thinners, solvents, turpentine, varnishes, aerosol cans, antifreeze, batteries (lead acid and rechargeable only), fluorescent bulbs, propane tanks (5-gallon maximum) and tires (5 per residence per month, no commercial vehicle tires). At Westpark: latex paint through BOPA. At the county facility: latex, oil-based, varnishes, thinners.

Refused: paint at the curb, in the garbage cart, in heavy trash and at all six Neighborhood Depositories; paint, solvents and hazardous materials at the Reuse Warehouse; empty containers and dried latex paint at the county facility. Empty, fully dried latex cans are the only paint-related item that can go in City household trash — a 2016 rule, so confirm it.

Reuse before disposal: ReStore, neighbours and full cans

If your cans are genuinely full and unopened, disposal is the wrong question. Houston Habitat for Humanity ReStore accepts only "full containers of latex paint and stain purchased from a paint store. No leftovers are allowed." Part-full cans are refused. Locations: ReStore South Loop, 6161 S Loop E, 77087 (713-643-1100) and ReStore West 34th, 5280 W 34th St, 77092 — call first. The City Reuse Warehouse does not take paint on any terms, and the City HHW page suggests sharing usable product with a friend or neighbour.

How the routes compare

Inside the City the comparison is narrow, because only two City sites take paint. ESC South has the widest window and the only list naming latex and oil-based paint plus stains, thinners, solvents, turpentine, varnishes and aerosols; ESC North takes the same materials in a single monthly window. Westpark is the weekend-friendliest on its documented hours and is named for latex, but needs a confirmation call before you rely on it. The county facility is stronger on paper — free, wider limits, an explicit paint list — yet for a City reader it is not an option at all, no matter how close it is.

That leaves three practical questions in order: Do you live in the City service area? If not, the route changes completely. Is anything in the load oil-based, thinned, solvent or an aerosol? If so, plan for an ESC rather than Westpark alone. How big is the load? A few dried-out latex cans never need a trip; a garage cleanout needs a site window and a 5-gallon container ceiling to match. Then call 3-1-1 once — hours and the current paint limit — and the trip stops being a gamble.

Prep before your paint leaves the house

  • Keep paint in its original container with a readable label and the lid tightly closed — sturdy, non-leaking, protected from breakage.
  • Containers larger than 5 gallons are refused everywhere in this system.
  • Never mix oil-based paint with latex, and do not combine different waste types; TCEQ says products must never be mixed.
  • Keep cans upright and secured; the published City transport limit is 15 gallons or 125 lb per vehicle per trip.
  • Assemble a current Texas-issued ID (Driver's License, DPS ID, LTC or Consulate ID) plus a current City of Houston utility bill or lease with a matching address. Primary home outside Texas? A current property tax bill is required, with the name matching the ID.
  • Using the county facility? Print both the confirmation and the reminder email. Never set liquid paint out with heavy trash or pack it into a cart.

Apartments, renters and buildings over eight units

Settled: renters can use City drop-off facilities, because proof of address for bulk or tree waste accepts a current lease agreement alongside a matching current Texas-issued ID. Houston Code of Ordinances Chapter 39 defines a "residential unit" as eight or fewer individual units, excluding apartments in excess of eight, and City curbside heavy trash is not available to multi-residential structures with more than eight units. So if you live in a building over eight units, no City curbside route exists for your paint — you self-haul to an ESC with matching documents, or use a private service.

Also settled: household-generated only. City facilities refuse business waste and the county requires items used in a resident's own home, so a landlord's or contractor's paint does not qualify as household waste, and a property manager telling you to leave paint curbside is not offering a valid City route.

Not settled: no City page states which private route a property manager must provide, or whether a lease alone satisfies proof of address for an ESC paint load. The ESC page gives the ID-plus-second-document set for bulk and tree waste and says that "for recycling only" a Texas-issued ID alone is sufficient — but not which category an HHW paint load falls into. Bring both. Renters in a neighbouring city, a MUD or unincorporated Harris County cannot use City facilities: county residents use 6900 Hahl Road by appointment. HOA and landlord rules sit on top of the City's non-acceptance lists and cannot make paint acceptable where the City refuses it.

Mistakes to avoid

  1. Loading the car without confirming eligibility, hours and the current limit.
  2. Treating one quantity figure as the city-wide rule — the published sources give different answers.
  3. Drying oil-based paint or solvents and trashing them.
  4. Driving to a Neighborhood Depository, the Reuse Warehouse or a hardware store with paint.
  5. Mixing oil-based and latex cans in one box, or showing up with a container over 5 gallons.
  6. Planning around ESC North as if it were open weekly.
  7. Arriving at the county facility without printed appointment emails, or as a City resident.
  8. Bringing a landlord's or contractor's paint as household waste.

Safety and legal caveats

Never pour paint down a drain, into a storm sewer or onto the ground; never place liquid paint in a cart, a heavy trash pile or a depository; never mix oil-based with latex or combine waste types; respect the transport limit and the 5-gallon container ceiling; keep lids on, cans upright and secured; keep children and pets away from hardening cans.

Be accurate rather than dramatic on the law: Texas does not prohibit a household from putting dried household paint in the trash. TCEQ states that household-generated hazardous waste, including paint, is not required to be handled as hazardous waste and "can often be placed in regular trash," and its paint universal-waste rules (30 TAC 335.262, RG-370) apply to regulated handlers, not households — the household exclusion at 40 CFR 261.4(b)(1) keeps household paint outside them. Houston's refusals are a local service rule with a documented drying alternative, not a state ban.

Official verification checklist

  1. Confirm your address is inside the incorporated City and receives City services. If not, use the county facility by appointment or your own city's program.
  2. Confirm current hours: ESC South Tuesday, Wednesday, Friday and Saturday 8 a.m.–5 p.m.; ESC North second Thursday, 9 a.m.–3 p.m.
  3. Planning on Westpark for latex? Confirm its hours and accepted items by phone or 3-1-1 — the current listing carries no hours.
  4. Identify your paint types first: latex and oil-based are both on the ESC list; only fully dried latex can go in the trash.
  5. Confirm the current quantity limit with 3-1-1 before loading a large load, and check the load against the accepted and refused lists.
  6. Confirm the drying rule still applies at your address with 3-1-1, since it comes from a 2016 document.
  7. Assemble a Texas-issued ID plus a matching City utility bill or lease.
  8. Using the county facility? Book online, print both emails, and check 346-286-4294 in holiday weeks. Full and unopened cans? Call ReStore (713-643-1100) first. Anything larger than household size, or unidentified? Call 713-551-7355 before leaving.

Jurisdiction: what this guide covers

This guide covers the City of Houston Solid Waste Management Department service area and its City-resident drop-off facilities, with the Harris County route included because City readers so often assume it applies to them. Unincorporated Harris County is a separate jurisdiction, and City of Houston residents must use City facilities even when the county site is closer. Neighbouring incorporated cities, MUDs and other metro municipalities run their own programs. The eight-unit line decides City curbside eligibility, and HOA, landlord and private-hauler rules cannot waive the City's non-acceptance lists. Verify with the official page or 3-1-1 before acting — hours, limits and accepted lists change, and one rule here comes from a 2016 document.

For other items from the same cleanout, see this site's Houston mattress disposal, furniture disposal, appliance disposal and e-waste disposal guides. The Environmental Service Centers take household hazardous waste and electronic scrap only, so non-paint HHW that shares the same trip — antifreeze, batteries, fluorescent bulbs, propane tanks and tires — travels with the paint load rather than being treated here.

FAQ

Can I put paint in the garbage cart or out with heavy trash? No. Hazardous waste such as chemicals, paint or flammable materials is excluded from curbside garbage, and paint, chemicals, household hazardous waste and wet paint are excluded from heavy trash — which runs only every other month.

Where do City of Houston residents take paint? An Environmental Service Center: South (11500 S. Post Oak Rd., Tue/Wed/Fri/Sat 8 a.m.–5 p.m.) or North (5614 Neches St., second Thursday, 9 a.m.–3 p.m.). Latex paint also goes through BOPA at Westpark.

Is there a fee? No fee is published for the City ESCs, depositories, Westpark or the county facility, and the county states there is no charge. Texas has no paint stewardship law, so there is no PaintCare fee here either.

Will a store take my leftover paint? No confirmed Houston take-back exists. PaintCare does not operate in Texas, so the counter drop-off that exists in PaintCare states is not available here.

Can I dry a little latex paint and trash the can? The City's 2016 ESC rules say any paint should be dried prior to disposal, and empty containers with lids removed may go in the trash or to a Neighborhood Depository. It is dated and not repeated on the current HHW page, so confirm with 3-1-1. Latex only.

How much paint can I bring? No single published answer: the HHW page describes two 5-gallon plus ten 1-gallon cans; the ESC page lists a 25-gallon maximum; the 2016 rules state 15 gallons or 125 lb per vehicle; the county caps combined 1- and 5-gallon containers at 30 gallons.

I rent, or live in a building over eight units. What changes? A current lease with a matching address works as proof of address alongside a Texas ID, so you can use an ESC — but City curbside heavy trash does not serve structures over eight units, and complexes receive private collection.

Can I bring my neighbour's paint, or have paint collected from my curb? No City page states a guest rule — ask 3-1-1; the county facility does allow a neighbour's materials if the load fits in your vehicle. No curbside paint pickup exists, and no private price was verified here.

Does the Harris County facility take my paint if I live in Houston? Only if you live in unincorporated Harris County and receive no City services or pay no City taxes. City of Houston residents must use City facilities, even when 6900 Hahl Road is closer.

Can I take paint to the Reuse Warehouse on North Main? No. The Reuse Warehouse accepts reusable building materials and refuses "paint, solvents, and other hazardous materials."
